Abstract
I have recently returned from the USA where I had the opportunity to attend the annual meeting of the American Academy of Psychiatry and the Law in Baltimore. It was good to see several Australian colleagues from New South Wales, Victoria and Queensland in attendance. As expected, the standard of the presentations was excellent. Practices in the USA do not always travel well across the Pacific because of differences in services and resources, but nevertheless one can always pick up new knowledge and learn something that is helpful on return home.
As a great proportion of recent business is dealt with in the report on the proceedings of General Council, I would like to focus on some of the issues which are not addressed there.

Strategic Plan
The establishment of a focus group of General Council and the College Executive Committee to review the Strategic Plan 1996–2000.
Analysis of GC/CEC agendae and minutes identifying matters related to the strategic direction of the College.
Consultation with Branches on the strategic direction of the College.
Consideration of governance/structural issues, including review of College policy ie. gender balance.
Reappraisal of the College's position in the medico-political environment, including consultation with non-government organisations.

The College sought comment from General Councillors, Branches, Boards, Faculties and Sections and by the time this issue has gone to press will have developed a College response to the Report. The low prevalence study (People living with psychotic illness) has also been released and the President joined in support of SANE Australia's call for a renewed commitment to implementing effective programs for this disadvantaged group by way of media release on 15 October 1999. The President commented that ‘… not enough people have access to the modern treatments and social supports that they need…’ and that ‘… what we have been lacking is dedication to a clear view about how to achieve this outcome [increased access and support] that is shared between governments, providers, consumers, carers and social services.’
College Congress and the Annual General Meeting for 2000
We hope that all Fellows, Affiliates and Trainees will have set aside the dates 27–30 April 2000 to attend next year's College Congress in Adelaide.
An interesting and exciting program with some novel features is being planned by the Organising Committee chaired by Prof. Rob Barrett. The Congress Theme is “Looking Outward: Culture, Creativity & Psychiatry”. Details and updated information are available on the Congress website address http://www.ranzcp.org/congress. The College Annual Meeting will be held on the Wednesday of the Congress, so please come along.
It is with sadness and regret that we advise College Fellows and colleagues of the recent death of: Dr Tai-Hwang Woon of Malaysia and Dr David Sime of Victoria.

At its second meeting for 1999, General Council approved the publication and distribution of a new College position statement on telepsychiatry. Position Statement #44, Telepsychiatry, is being distributed with this issue of Australasian Psychiatry. “This Position Statement endorses the ongoing development of telepsychiatry, including adequate resource–based funding and infrastructure support and its use to assist in addressing the unmet mental health needs of rural and remote communities.”
At the same meeting, Position Statement #43, The safe use of clozapine (Australia), was adopted as a position statement of the College for application in Australia. The document is unchanged from the version that was circulated earlier this year as an ‘interim’ statement pending further review. The Council referred the statement to the New Zealand National Committee to consider the implications of adopting a similarly rigorous monitoring system in New Zealand and to advise on appropriate modifications for an equivalent statement to apply to New Zealand.
