Only a consultant ophthalmologist can register a patient as ‘partially sighted’ or ‘blind’. A ‘Certificate of Vision Impairment’ is completed, and this takes in to account both visual acuity and visual field measurements.
Visual acuity of less than 3/60 with a full visual field
Visual acuity of 6/60 or above but with a much reduced field of vision, especially if a lot of sight is missing in the lower part of the field
Visual acuity of 3/60 to 6/60 with a full field of vision
Visual acuity of up to 6/18 if a large part of the field of vision is missing or if a large part of the peripheral vision is missing
Blind person's personal income tax allowance
Free National Health Service (NHS) sight test (also for anyone aged 60 years or over)
Reduction of 50% on the television licence fee
Car parking concessions under the blue badge scheme
Free postage on items marked ‘Articles for the Blind’
