Abstract
This article is a response to Mr. Klaus Törnudd's contribution to the Nordic seminar on prob lems of integration held in Aarhus, Denmark, in June I966 (Cooperation and Conflict, No. 2 (I966)). It is based on notes from the seminar discussion which have been already been pub lished in the Norwegian journal Internasjonal Politikk.
