Existing rational and political theories of educational budgeting are reviewed and critiqued using comparativefield data on the management of declining resources in 10 urban school systems. A new rational theory is outlined that better explains events in these cities. It attempts to resurrect and restructure rational theory, incorporating relevant political, economic, and administrative concepts.
