This study identified criteria to evaluate the strengths and weaknesses of policy instruments to raise money from visitors to fund environmental conservation in a tourist area. An assessment was made of a proposed local tourism heritage trust, which would fund local conservation based on visitors paying a voluntary small levy on local tourist services in the English Peak District. Results of a survey of visitor attitudes about the trust prior to implementation of activities provided management with information on the trust's feasibility and form and suggested many visitors would pay the levy.
