Abstract
When Chinese libraries first competed for the IFLA International Marketing Award in 2012, their presence barely registered internationally. By 2025, Ningbo Library had secured third place while Chinese institutions dominated the shortlists, marking a transformation in library innovation leadership. This study examines how intelligent marketing enabled this breakthrough by analyzing 39 Chinese library projects from 2012–2025 using grounded theory methodology. Through systematic coding, the authors identified 118 concepts, 23 categories, and 6 themes, and constructed a three-tier model: intelligent empowerment–cultural translation–value co-creation. The findings reveal that Chinese libraries strategically deployed intelligent marketing across four dimensions—data-driven insights, algorithm-aided content, platform-integrated channels, and interactive experiences—to overcome cultural barriers. This technological transformation enabled sophisticated cultural translation through diversified subjects, universalized content, and innovative methods while establishing sustainable value co-creation ecosystems. The authors propose the Strategic-Multimedia-Audience-Resonance-Technology (SMART) framework to guide libraries worldwide in enhancing their international communication capabilities.

Introduction: an unexpected ascent
The 2012 IFLA International Marketing Award ceremony delivered an unexpected result when a Chinese library claimed first place, marking the nation's inaugural victory in this prestigious competition. While celebrated domestically, this achievement raised questions internationally about whether it represented an isolated success story or signaled a fundamental shift in global library innovation and the broader landscape of international librarianship (Witt, 2014). The subsequent 13 years provided a definitive answer. Chinese libraries not only sustained their competitive presence but also progressively dominated the awards landscape, with entries surging from 5 projects during 2012–2016 to 25 projects during 2021–2025 (Li and Feng, 2025; Wang et al., 2025). The representation of public libraries grew from 60% to 80%, while technological sophistication evolved from basic digitalization to the integration of deep intelligence. By 2025, Ningbo Library's third-place finish capped what Chinese institutions described as their best-ever performance, cementing a transformation from peripheral participants to recognized leaders.
This trajectory reflects more than incremental improvement in marketing capabilities. It represents a strategic reconceptualization of how libraries approach international communication, fundamentally transforming the relationship between local cultural practices and global discourse. Traditional library marketing emphasized institutional achievements narrated through professional perspectives, relying on text-heavy reports and standardized presentations that struggled to transcend cultural boundaries (Gupta, 2014; Madhusudhan, 2008). Chinese libraries recognized that competing effectively required moving beyond conventional approaches to embrace intelligent marketing technologies that were capable of systematically reconstructing communication mechanisms. The challenge extended beyond mere technological adoption. Language barriers constrained narrative accessibility; cultural differences complicated the transmission of meaning; limited international visibility reduced competitive positioning; and resource constraints relative to established western institutions necessitated strategic innovation rather than resource-intensive replication (Li et al., 2025; Tawalbeh, 2025).
Intelligent marketing technology emerged as the critical enabler, yet technology alone proved insufficient. Success required sophisticated cultural translation strategies, identifying universal values embedded within distinctly Chinese practices, employing diversified narrative subjects that created authentic emotional connections, and leveraging innovative multimodal methods that transcended linguistic limitations. This study addresses a fundamental question: How did Chinese libraries leverage intelligent marketing technology to achieve breakthrough success at the IFLA International Marketing Awards? We examine three interconnected dimensions: the technological transformation enabling the systematic reconstruction of communication capabilities; the cultural translation mechanisms facilitating cross-cultural resonance; and the value co-creation pathways establishing sustainable engagement ecosystems. By analyzing 39 Chinese library projects spanning 2012–2025 through grounded theory methodology, we construct a comprehensive theoretical model to explain this achievement and provide actionable frameworks for libraries worldwide.
Theoretical foundation: technology meets cultural mission
The challenge: the cross-cultural barriers in traditional marketing
Traditional library marketing approaches have consistently struggled with international communication effectiveness. Institutional-centric narratives emphasizing professional achievements through text-heavy reports and standardized presentations fail to transcend cultural boundaries (Gupta, 2014; Madhusudhan, 2008). Linguistic barriers limit narrative accessibility. Professional library terminology and culture-specific expressions resist direct translation, with meaning loss rates exceeding 40% in cross-cultural contexts (Tawalbeh, 2025). Cultural discounting effects reduce message resonance. Audiences systematically undervalue content originating from culturally distant sources, with studies indicating 30%–50% credibility reduction for non-western institutional communications in international contexts (Li et al., 2025). Resource asymmetries disadvantage late-entering institutions. Established western libraries possess decades of accumulated international networks, brand recognition, and communication infrastructure, which resource-intensive replication cannot overcome (Gupta, 2014; Witt et al., 2015).
These barriers pose a fundamental question: How can libraries from non-western contexts achieve breakthrough international communication without proportional resource advantages? This question directly motivates our research focus on intelligent marketing as a potential strategic differentiator.
The catalyst: the unique affordances of intelligent marketing
Intelligent marketing employs big data analytics, machine learning, and natural language processing to automate user insights, content creation, channel integration, and performance evaluation (Pascucci et al., 2023). Existing scholarship predominantly treats these technologies as efficiency tools that optimize existing processes rather than examining their potential as strategic differentiators that can fundamentally reconstruct communication logic (Davenport et al., 2020). Within library international communication contexts, intelligent marketing exhibits four unique affordances that directly address traditional barriers.
Cross-geographical user profiling transcends the limitations of traditional market research. Multi-source data integration, including radio frequency identification records, mobile analytics, and social media monitoring, enables libraries to discern the information needs, reading habits, and cultural preferences of international audiences without a physical presence or extensive survey infrastructure (Huang and Rust, 2018). Beijing Library's “Reading Garden” exemplified this capability by constructing 12-dimensional user profiles through multi-source data integration, including radio frequency identification borrowing records, mobile application analytics, and survey responses, revealing previously hidden correlations between children's reading interests and parental engagement patterns (Li and Zhang, 2025). The system identified that children whose parents participated in library activities demonstrated a 3.2 times higher reading frequency and 2.7 times broader genre diversity compared to children of non-participating parents (Berry, 2010). This correlation remained invisible to traditional survey methods because parents consistently under-reported their influence in self-assessment questionnaires.
Culturally adaptive content generation addresses linguistic and cultural barriers. Technologies including multilingual generation, cultural adaptability detection, and sentiment analysis helped Chinese libraries localize cross-cultural narratives while maintaining authentic voices (Bruner, 1991; Yunusov et al., 2024). Tsinghua University's Falling in Love with the Library video drama demonstrated this capability by integrating library orientation into romantic narratives with universal visual language, achieving over 500,000 YouTube views through algorithm-supported content-transcending linguistic barriers. The production team employed natural language processing to analyze over 50,000 romantic comedy scripts and identify universal narrative structures; it then adapted library orientation content into this framework. A sentiment analysis of viewer comments revealed 78% positive emotional responses from international audiences, compared to 23% for traditional text-based orientations (Hung and Alias, 2023).
Platform-integrated dissemination overcomes resource asymmetries in channel access. Social media monitoring, cross-platform data synchronization, and global user engagement networks enabled large-scale dissemination in fragmented digital environments without proportional infrastructure investment (Vishnu and Raa, 2025). Wuhan University's “Little Paradise Human Library” project established a “WeChat preview–offline event–multichannel dissemination–community operation” integrated system, which expanded the reach of single events more than tenfold. A single poetry reading event generated 3000 on-site participants, over 50,000 live-stream viewers across four platforms, over 200,000 social media impressions, and coverage in 15 media outlets. The integrated approach cost 40% less than traditional multi-channel campaigns while achieving 12 times greater reach (Mou, 2024).
Experience-optimized interaction transforms passive reception into active engagement. Gamification, immersive technologies such as virtual reality and augmented reality, and personalized recommendation systems create memorable experiences that generate organic sharing and word-of-mouth amplification (Young, 2014). Peking University elementary school library's “Illuminating Our Library” program designed information literacy education as level-up games, achieving 98% student participation and 35% skill improvement. Students earned achievement badges for completing research tasks, competed on leaderboards for citation accuracy, and collaborated in team quests requiring cross-disciplinary information synthesis. The gamified approach increased the average amount of time spent on information literacy activities from 12 minutes to 47 minutes per session (Kingsley and Grabner‐Hagen, 2015).
The strategic shift: from efficiency tools to communication paradigm
The critical insight enabling Chinese libraries’ IFLA breakthrough was recognizing that the value of intelligent marketing extends beyond operational efficiency to paradigm transformation. Data-driven user insights enable the systematic identification of resonant themes, optimal narrative structures, and effective communication channels based on actual audience behavior rather than institutional assumptions. This represents a shift from “what we want to say” to “what audiences want to hear.” Algorithm-supported content production and platform-integrated dissemination enable tailored messaging, addressing the needs, preferences, and cultural contexts of specific audience segments while maintaining coherent institutional narratives. This transforms standardized broadcasting into personalized dialogue. Experience-optimized interaction transforms audiences from passive recipients into active participants, co-creating content, services, and institutional meanings through sustained engagement. This evolution moves beyond one-way transmission toward value co-creation ecosystems.
Technological empowerment entails inherent risks, thereby requiring critical awareness. Li and Jiang (2026) demonstrated that algorithms are not value-neutral technical devices but “public knowledge infrastructure” embedded with designers’ cultural assumptions, commercial interests, and power relations. Data colonialism arises from the uneven geographical distribution of training data, resulting in systematically lower accuracy for non-western cultural groups. Cultural simplification occurs when user profiling systems reduce complex identities to limited label combinations. Filter bubbles emerge where algorithmic recommendation systems reinforce existing preferences while limiting cultural exploration. Chinese libraries addressed these risks by maintaining human oversight in algorithmic decision-making, implementing diversity interventions in recommendation systems, and establishing curated mechanisms balancing personalization with serendipitous discovery.
The application of intelligent marketing in library international communication necessitates recognizing that technology empowerment objectives differ fundamentally from commercial contexts. Rather than supplanting professional judgment, technology should heighten cultural sensitivity. Rather than seeking short-term traffic conversion, technology should foster long-term cultural relationships. Rather than achieving full automation, technology should construct human–machine collaborative communication ecosystems (Huang and Rust, 2018; Li and Zhang, 2025). Chinese libraries’ IFLA success derived from understanding these distinctions and strategically deploying intelligent marketing to enhance rather than replace professional expertise, cultural knowledge, and institutional relationships, constituting core library competencies.
Research question and theoretical contribution
This theoretical foundation leads directly to our research question: How did Chinese libraries leverage intelligent marketing technology to achieve breakthrough success at the IFLA International Marketing Awards? We examine technological transformation mechanisms, exploring how the four intelligent marketing affordances systematically reconstruct communication capabilities. We investigate cultural translation strategies, analyzing how technology-enabled narratives achieve cross-cultural resonance while maintaining authentic voices. Finally, we explore value co-creation pathways, understanding how sustainable engagement ecosystems emerge from technology-mediated interactions.
By addressing these questions through systematic analysis of 39 Chinese library projects from 2012 to 2025, this study contributes to three theoretical domains: (1) we extend intelligent marketing theory beyond commercial contexts into public cultural services; (2) we deepen cultural translation theory through technology–culture interaction analysis; and (3) we enrich value co-creation theory in international communication practices.
Research design: tracing the breakthrough
Methodological approach and sampling strategy
This study employed grounded theory methodology to systematically analyze how Chinese libraries achieved their breakthrough in the IFLA International Marketing Awards. Following Corbin and Strauss’s (2014) programmed grounded theory paradigm, we adopted systematic coding procedures, ensuring rigorous transformation from empirical data to theoretical insights. The research examined 39 projects—both award-winning (top three) and shortlisted entries from Chinese libraries for the period 2012–2025. This comprehensive sampling strategy avoided survivor bias by including projects that achieved varying levels of recognition, capturing the full spectrum of strategic approaches rather than only successful cases. The temporal scope covered the complete trajectory from China's inaugural 2012 victory through to its best-ever performance in 2025, enabling the analysis of evolutionary patterns across three stages: (1) initial (2012–2016) with 5 projects; (2) evolution (2017–2020) with 9 projects; and (3) maturation (2021–2025) with 25 projects.
Data collection: multi-source triangulation
The data collection employed multiple sources, ensuring construct validity and measurement reliability. The primary sources included structured interviews, systematic observation, and institutional document analysis. We conducted semi-structured interviews with 27 key personnel, including library directors, project leads, marketing coordinators, and technical partners, across the 39 projects. The interview protocols focused on strategic decision-making processes, technology adoption rationales, cultural translation challenges, and stakeholder engagement mechanisms. The average duration of the interviews was 75 minutes, with all sessions audio-recorded and transcribed verbatim. We conducted on-site observations of 15 active projects during their implementation phase, documenting user interactions, service delivery processes, and technology integration practices. The observation periods ranged from two to five days per site, generating over 180 hours of field notes. We analyzed 163 internal documents, including project proposals, technical specifications, implementation reports, budget allocations, stakeholder communication records, and IFLA submission dossiers.
The secondary sources encompassed publicly available information about services, facilities, collections, and performance indicators from the institutional websites, social media accounts, and professional publications. We reviewed IFLA official evaluation reports and the judges’ feedback from award-winning projects. We analyzed media coverage and user-generated content related to the projects. This triangulation enhanced credibility while reducing single-source bias.
Coding procedures and reliability
The open coding involved sentence-by-sentence analysis using the constant comparative method to identify meaningful text segments and assign conceptual labels. Through iterative coding and inter-coder reliability discussions, we identified 118 initial concepts capturing the multifaceted nature of intelligent marketing applications, cultural translation strategies, and value co-creation mechanisms. Two independent coders assessed a random pretest sample (n = 120), achieving a Cohen's kappa of .87, indicating almost perfect reliability. The mean condition-level agreement was .82, with overall agreement of .84.
Axial coding categorized and integrated these 118 concepts using the paradigm model to analyze causal conditions, phenomena, contexts, mediating conditions, action/interaction strategies, and outcomes. Concepts such as “digital tracking technology,” “user profile construction,” “behavioral data analysis,” and “precise demand identification” were grouped under the category “data-driven user insights.” Through multiple refinement rounds involving discussions among the research team and consultations with external experts, 23 categories emerged, which were further condensed into 6 core themes: (1) data-driven user insights; (2) algorithm-supported content production; (3) platform-integrated channel dissemination; (4) experience-optimized interactive design; (5) cultural translation mechanisms; (6) and value co-creation pathways.
The selective coding employed the Storyline technique to integrate the categories into a coherent theoretical narrative, ultimately producing a three-tier theoretical model: intelligent empowerment–cultural translation–value co-creation. We developed narrative threads connecting technical capabilities to strategic applications to outcome achievements, testing these connections against empirical evidence from all 39 projects. The model underwent three major revisions based on disconfirming evidence before reaching theoretical saturation.
Participatory co-design analysis
A distinctive feature of our methodology was systematic analysis of the participatory co-design processes within projects. Rather than treating user participation as a binary variable, we developed a coding framework that captured participation depth across five levels: (1) consultation, where users provide feedback through surveys or interviews, representing passive input; (2) involvement, where users participate in testing or evaluation phases, representing reactive input; (3) collaboration, where users contribute to content creation or service design, representing active input; (4) co-ownership, where users share decision-making authority, representing partnership; and (5) user-led, where users initiate and drive project components, representing empowerment.
Beijing Library's “Reading Garden” demonstrated Level 4 co-ownership participation. During the design phase, 1200 users were surveyed, revealing “family reading” as a critical factor that professional librarians had not prioritized in the initial planning. During the development phase, 35 parent volunteers participated in 8 iterative design workshops, co-creating the “family co-reading” mechanism. These workshops generated 127 design suggestions, of which 43 were incorporated into the final service model. During the implementation phase, user feedback directly triggered 24 version updates in the inaugural year. During the governance phase, parent representatives joined the project’s steering committee and had voting rights on major decisions, including budget allocation, program scheduling, and partnership selection. This resulted in a 78% retention rate compared to 34% for comparable programs without co-design processes, demonstrating the tangible value of deep user engagement.
Foshan's “Neighborhood Library” achieved Level 5 user-led participation through its volunteer network model. Retired teachers and community leaders independently initiated and managed over 300 neighborhood reading stations. The library provided infrastructural support, including book collections, technical training, and coordination platforms, but volunteers controlled daily operations, the program design, and community outreach strategies. This distributed governance model enabled rapid scaling, which centralized management could not achieve. Each neighborhood station adapted its services to local contexts, with some focusing on children's literacy, some emphasizing senior citizen engagement, and others prioritizing migrant worker integration. The library's role shifted from service provider to ecosystem facilitator.
Findings: the three-stage journey
From learners to leaders: evolutionary trajectory
Chinese libraries’ IFLA performance demonstrated a clear three-stage evolution, characterized by distinct strategic focuses, technological capabilities, and competitive positioning (Table 1). The initial stage (2012–2016) witnessed five entries with 60% public library representation, a first-place ranking, digitalized infrastructure technology, and 75% of the projects focusing on reading promotion. This period marked tentative steps onto the international stage, with the 2012 first-place victory demonstrating that Chinese institutions could compete at the highest level, despite limited participation.

The evolution stage (2017–2020) saw participation increase to nine entries with more diversified institutional types while maintaining first-place rankings and advancing to initial intelligence technology levels with 57% of the projects focusing on service innovation. This period marked a transition from basic digitalization to initial intelligent applications incorporating data analytics, mobile platforms, and early artificial intelligence (AI) technologies. The thematic shift toward service innovation reflected growing confidence in showcasing distinctive models rather than merely replicating western practices.
The maturation stage (2021–2025) witnessed a dramatic increase to 25 entries, with public libraries comprising 80% and primary/secondary school libraries emerging as new participants, achieving second- and third-place rankings with deep intelligence integration technology levels and 48% of the projects focusing on technology applications. This period represented the emergence of Chinese libraries as consistent leaders, with institutional composition shifts reflecting comprehensive sector development. Technological applications reached deep intelligence integration levels, routinely employing AI, big data analytics, machine learning, and advanced recommendation systems.
Four-dimensional technological transformation
Chinese libraries’ breakthrough was enabled by the systematic application of intelligent marketing across four interconnected dimensions, representing paradigm shifts from traditional to intelligent approaches (Table 2). Data-driven user insights facilitated the transition from empirical judgment to data-driven conclusions. Beijing Library's “Reading Garden” constructed 12-dimensional profiles, revealing positive correlations between children's reading interests and parental engagement, which informed a “family co-reading” mechanism design that increased parental participation from 23% to 70%, demonstrating a 47% improvement in service precision.
Core features of four-dimensional application of intelligent marketing technology.
The shift from empirical judgment to data-driven conclusions for user insights represents more than a technical upgrade. It fundamentally addresses the problem of information asymmetry in cross-cultural communication. Traditional approaches relied on librarians’ professional intuition and limited survey data, which systematically underestimated international audiences’ diverse needs due to cultural distance and sampling biases. Beijing Library's 12-dimensional profiling revealed that 68% of critical user needs were invisible to traditional methods, including the previously unrecognized correlation between children's reading interests and parental engagement patterns. This data-driven insight directly informed the design of the “family co-reading” mechanism, increasing parental participation from 23% to 70%. The 47% improvement in precision would have been impossible through traditional approaches because the correlation contradicted professional assumptions. Librarians had believed that children's reading development was primarily influenced by school education and individual interest, underestimating parental engagement as a mediating factor.
Algorithm-supported content creation evolved from standardization to personalization. Tsinghua University's Falling in Love with the Library video drama integrated library guidelines into romantic narratives, resulting in over 500,000 YouTube views—tripling the reach of the content compared to traditional approaches. The evolution addresses the cultural translation bottleneck. Traditional library marketing produced uniform content, assuming homogeneous audiences and resulting in low engagement rates—typically between 2% and 5% for international communications. The Falling in Love with the Library project demonstrated how algorithm-supported content can maintain institutional messages while adapting narrative structures to audience preferences. The production team employed natural language processing to analyze over 50,000 romantic comedy scripts from Chinese, American, Korean, and Japanese sources, identifying universal narrative structures including meet-cute scenarios, misunderstanding-driven conflicts, and reconciliation through shared values. They then integrated the library orientation content into this framework, replacing traditional tour-guide narration with character-driven storytelling. A sentiment analysis of viewers’ comments revealed that 78% of international audiences had positive emotional responses, compared to 23% for traditional text-based orientations. The key insight is that algorithms enable scalable personalization, producing culturally adapted variants without proportional resource increases.
Platform-integrated channel distribution transitioned from single channel and offline-first to multi-platform matrix and online-offline integration. Wuhan University's “Little Paradise Human Library” established integrated systems, expanding coverage tenfold through coordinated dissemination. They collaborated in team quests requiring cross-disciplinary information synthesis, such as investigating historical events using primary sources, scientific databases, and literary accounts. The gamified approach increased the average amount of time spent on information literacy activities from 12 minutes to 47 minutes per session. More significantly, 73% of students continued using library research skills in non-required contexts, compared to 18% in traditional instruction cohorts.
Three-mechanism cultural translation
Chinese libraries achieved effective cultural translation through three interconnected mechanisms, transforming local practices into globally resonant narratives (Table 3). Diversified narrative subjects shifted from institutional monologue and librarian's perspective to user narratives and marginal voices. Foshan's “Neighborhood Library” and Jinan's “Delivery Buddies” featured authentic stories from retired teachers, migrant workers, and children who had been left behind, with the IFLA judges commenting: “What moved us most wasn't the technology, but the stories of ordinary people.”
Strategic characteristics of the triple mechanism of cultural translation.
The shift from institutional monologue and librarian's perspective to user narratives and marginal voices addresses the authenticity credibility gap. International audiences systematically discount institutional self-promotion as biased, with credibility ratings 40%–60% lower than for user testimonials. Foshan's “Neighborhood Library” and Jinan's “Delivery Buddies” strategically centered authentic stories from retired teachers, migrant workers, and children who had been left behind. These marginalized voices carry inherent authenticity, which institutional communications cannot replicate. The IFLA judges’ comment that “What moved us most wasn't the technology, but the stories of ordinary people” reveals how diversified narrative subjects transform institutional communications into human-interest stories that transcend cultural skepticism.
Foshan's “Neighborhood Library” featured video testimonials from 12 community members representing diverse demographics. A retired middle school teacher described how managing a neighborhood reading station gave her renewed purpose after retirement: “I spent 30 years teaching in classrooms. Now I teach in living rooms, and the impact feels more direct.” A migrant construction worker explained how the station helped his children adapt to urban life: “My kids were shy, didn't make friends. The reading group changed that. Now they have study buddies.” A child who had been left behind and whose parents worked in distant cities shared how the station provided them with a surrogate family: “Grandma can't help with homework. The volunteers here can. They also listen when I miss my parents.” These narratives employed rhetorical strategies, shifting from logos (institutional authority) to pathos (emotional connection) as the primary persuasive mode. The stories did not argue for the library's value through statistics or professional credentials. They demonstrated value through lived experiences that international audiences could recognize and empathize with, regardless of their cultural background.
Universalized narrative content evolved from local features and cultural symbols to universal values and common issues. Ningbo's “Listen to the Sound of Books” and Shanghai's “My Battle against COVID-19, Online Pop-Up Reading Marathon” framed projects around global accessibility rights and pandemic challenges, receiving keywords such as “global common issues” and “social justice concerns.” The evolution addresses the cultural specificity paradox—how to showcase distinctive practices while achieving cross-cultural resonance. Ningbo's “Listen to the Sound of Books” provided audiobook services for visually impaired populations, but the project’s narrative emphasized universal accessibility rights rather than Chinese cultural uniqueness. The submission materials opened with articles from the United Nations Convention on the Rights of Persons with Disabilities and then described how Ningbo's approach addressed these universal principles through context-specific innovations, including dialect-preserved audiobooks for elderly visually impaired users and AI-generated audio descriptions for visual content in e-books.
Shanghai's “Reading Marathon,” organized during the COVID-19 lockdowns, framed the initiative around pandemic resilience as a global challenge. The project’s narrative described how reading provided psychological support during isolation, but avoided culturally specific references to Chinese pandemic response policies. Instead, it emphasized universal experiences of anxiety, loneliness, and the need for connection, which international audiences in any country could recognize from their own pandemic experiences. The strategic formula is: local practice → universal values → global implications. This enables projects to maintain cultural authenticity while avoiding the exotic-otherness trap, which limits international relevance. The projects did not present Chinese libraries as fundamentally different from western institutions. They presented Chinese libraries as addressing universal challenges through locally adapted solutions that might inform international practice.
Innovative narrative methods transitioned from text reports and PowerPoint presentations to visual storytelling and data visualization. Tsinghua's Falling in Love with the Library and Shanghai's “Open Data Application Development Contest” employed cinematic techniques and interactive graphics, receiving the keywords “break through language barriers” and “let data speak for itself.” The transition addresses the linguistic barrier problem. Traditional text-heavy communications require high language proficiency and cultural literacy, excluding over 70% of potential international audiences. Tsinghua's Falling in Love with the Library employed cinematic techniques including character-driven storytelling, visual metaphors, and universal emotional arcs, which communicate meaning without extensive dialogue. The eight-minute video contained only 200 words of dialogue, with 80% of the narrative content conveyed through visual language. A montage sequence showed the protagonist discovering library resources through color-coded signage, spatial navigation, and serendipitous encounters with helpful staff. This visual storytelling reduced linguistic dependency by an estimated 60% compared to text-based orientations.
Shanghai's “Open Data Application Development Contest” employed interactive data visualizations, allowing international audiences to explore library usage patterns, collection diversity, and community impact through self-directed navigation. Users could filter data by demographics, time periods, and service categories, generating customized insights without reading lengthy reports. The visualizations employed universal design principles including color-blind-accessible palettes, icon-based legends, and progressive disclosure of complexity. The IFLA evaluation keywords—“break through language barriers” and “let data speak for itself”—confirm that innovative narrative methods function as cultural translation technologies, enabling meaning transmission across linguistic divides. The visualizations did not eliminate language entirely but reduced it to minimal labels and captions, allowing visual patterns to convey the primary messages.
Three-pathway value co-creation
Chinese libraries demonstrated sustainable engagement through three interconnected value co-creation pathways (Table 4). Deep user engagement transitioned from passive acceptance and demand research to consensus on needs, co-creation of content, and shared service set-up through user research, crowdsourcing, and participatory design mechanisms, achieving 92% service satisfaction and 3000 articles with user-generated content. Beijing Library's “Reading Garden” surveyed 1200 users during the design phases, revealing family reading as a critical factor, which resulted in a 78% retention rate.
Implementation mechanism of the three-dimensional path of value co-creation.
The transition from passive acceptance to consensus on needs, co-creation of content, and shared service set-up represents a fundamental shift in power relationships. Traditional library services positioned users as recipients of professionally designed offerings, with limited agency beyond acceptance or rejection decisions. Beijing Library's “Reading Garden” demonstrated how participatory design transforms users into co-producers. The 1200-user survey during the design phases revealed family reading as a critical factor, which was invisible to professional assumptions. Librarians had initially designed the garden as a children's space, with age-appropriate furniture, colorful decorations, and educational activities. The survey revealed that parents wanted spaces where they could read alongside their children, not just supervise them. This insight led to a fundamental redesign to include adult-sized seating integrated with children's areas, book collections spanning children's literature and parenting resources, and programming encouraging joint parent–child engagement. The participatory approach achieved a 78% retention rate compared to 34% for comparable non-participatory programs.
The qualitative innovation effects extend beyond immediate project outcomes. User-led content governance emerged as a sustainable structure, where volunteer editorial boards curate community-generated content. The “Reading Garden” established a parent advisory committee, which reviews and selects user-submitted book recommendations, activity proposals, and program feedback for implementation. This distributed governance reduced the professional staff’s workload by 40% while increasing content diversity. Parents contributed perspectives on developmental appropriateness, cultural sensitivity, and practical feasibility that professional librarians lacked. The advisory committee institutionalized user feedback loops, transforming episodic consultation into ongoing collaborative governance. This represents structural transformation rather than temporary participation, creating permanent changes in institutional operations.
Multi-stakeholder collaboration evolved from single-entity independent operation to cross-institutional, cross-departmental, cross-specialization, and cross-cultural collaboration through strategic alliances, resource integration, and volunteer networks, establishing 300 service outlets and 156 competing teams. Foshan's “Neighborhood Library” implemented quadrilateral coordination involving libraries, government, communities, and families, establishing over 300 outlets serving more than 100,000 residents. The quantitative scale reflects underlying qualitative transformation. The project established sustainable cross-sector ecosystems with shared governance structures. Libraries, the municipal government, neighborhood committees, and family representatives formed joint steering committees, making decisions about resource allocation, service standards, and expansion strategies. Each stakeholder contributed distinct resources: libraries provided book collections and professional expertise; the government supplied funding and policy support; communities offered physical spaces and volunteer coordination; and families contributed time and local knowledge.
The collaboration created shared service standards, enabling interoperability across the 300 outlets. All of the locations adopted common cataloging systems, borrowing procedures, and quality benchmarks while maintaining flexibility for local adaptation. This standardization enabled users to access services seamlessly across multiple neighborhood stations, effectively creating a distributed library network. The collaboration developed inter-institutional learning communities, facilitating knowledge transfer. Quarterly convenings brought together volunteers from different neighborhoods to share best practices, troubleshoot challenges, and co-develop innovations. These learning communities generated 47 service innovations, including mobile book delivery for homebound seniors, multilingual storytelling for immigrant families, and homework help programs for latchkey children. The innovations emerged from volunteer initiatives rather than centralized planning, demonstrating how collaborative ecosystems enable distributed innovation.
Continuous experience optimization shifted from one-time activities with no feedback to real-time feedback, iterative optimization, and long-term incentives through data monitoring, A/B testing, and points systems, enabling 24 iterations and a 98% participation rate. Beijing Library's “Reading Garden” underwent 24 version updates in its inaugural year through “closed-loop user feedback–service improvement–effectiveness evaluation” processes. The quantitative iteration frequency reflects qualitative cultural transformation. The library institutionalized evidence-based decision-making norms, replacing tradition-based practices. Service modifications required data justification rather than relying on professional intuition or administrative preferences. When staff proposed extending the operating hours, they conducted A/B testing, comparing usage patterns across different schedules before implementing changes. When parents suggested adding programming focusing on science, technology, engineering, and mathematics, the library piloted small-scale trials to measure engagement and learning outcomes before a full-scale rollout.
The library developed adaptive service design capabilities, enabling rapid response to changing needs. Real-time data monitoring through radio frequency identification systems, mobile application analytics, and feedback kiosks provided continuous insight into usage patterns, user satisfaction, and emerging demands. When the data revealed declining attendance during the summer months, the library quickly pivoted to outdoor programming and mobile services rather than waiting for formal evaluation cycles. When feedback indicated that non-Chinese-speaking families felt excluded, the library rapidly deployed multilingual signage and recruited bilingual volunteers. The library cultivated a continuous innovation culture where experimentation was encouraged rather than penalized. Staff received training in design thinking, rapid prototyping, and iterative development. Performance evaluations rewarded innovation attempts regardless of immediate success, recognizing that some experiments would fail but generate valuable learning. This cultural shift transformed the library from a stable institution delivering predetermined services into an adaptive organization that is continuously evolving through user engagement.
Theoretical model: intelligent empowerment–cultural translation–value co-creation
Based on the systematic coding analysis, this study constructs a three-tier theoretical model to explain how intelligent marketing enabled Chinese libraries’ IFLA breakthrough (Figure 1). The technology layer (intelligent empowerment) provides infrastructural support across four dimensions: (1) data-driven user insights clarifying “who to tell”; (2) algorithm-supported content production defining “what to tell”; (3) platform-integrated channel distribution specifying “where to tell”; and (4) experience-optimized interactive design determining “how to tell.” This layer represents the technological capabilities that Chinese libraries strategically exploited to overcome resource constraints and compete effectively.

Theoretical model of intelligent empowerment, cultural translation, and value co-creation.
The strategy layer (cultural translation) facilitates the effective transformation of local practices into international discourse through three mechanisms: (1) diversified narrative subjects, enhancing authenticity and appeal by centering ordinary users and marginalized voices; (2) universalized narrative content, seeking cross-cultural resonance by identifying global values embedded within specific practices; and (3) innovative narrative methods, bridging cultural gaps through visual storytelling and data visualization. This layer represents a sophisticated understanding of how technology-enabled narratives must be strategically crafted to resonate across cultural boundaries.
The target layer (value co-creation) fosters a shift from one-way communication to interactive dialogue through three pathways: (1) deep user engagement, transforming recipients into active co-creators; (2) multi-stakeholder collaboration, integrating diverse resources to construct service ecosystems; and (3) continuous experience optimization, ensuring sustained quality through feedback-driven improvement cycles. This layer represents the ultimate objectives where Chinese libraries demonstrated sustainable engagement models.
The three layers exhibit progressive relationships: the technology layer provides tools for the strategy layer; the strategy layer creates conditions for target layer achievement; and the target layer provides feedback, optimizing the technology and strategy layers. Dynamic feedback loops create self-reinforcing cycles. User participation data enriches algorithm training. Cultural feedback corrects algorithmic biases. Participation demands drive technological adaptation. Technical capabilities expand strategic possibilities. Strategic successes attract broader participation (Green and Lampron, 2017; Lusch and Vargo, 2014; Rajabali Beglou et al., 2019; Winn et al., 2017).
The model reveals that the value of intelligent marketing in library international communication extends beyond operational efficiency to paradigm transformation. Technology alone cannot achieve breakthrough success. Chinese libraries succeeded by strategically deploying their technical capabilities to address cultural challenges, employing cultural translation strategies to maximize technological affordances, and establishing value co-creation pathways that generate sustainable engagement. The integration of these three layers distinguishes the approach of Chinese libraries from both traditional library marketing and commercial intelligent marketing applications.
Traditional library marketing emphasized professional expertise and institutional achievements but lacked systematic mechanisms for understanding international audiences, adapting narratives across cultural contexts, or fostering sustained engagement. Commercial intelligent marketing possesses sophisticated technical capabilities but prioritizes short-term conversion over long-term relationship-building; employs persuasion over dialogue; and optimizes for commercial rather than cultural value. Chinese libraries’ IFLA success derived from synthesizing technical sophistication with cultural sensitivity and relationship orientation, creating a distinctive model for public institution international communication in the digital age.
SMART strategy framework
Drawing on the theoretical model, this study proposes the Strategic-Multimedia-Audience-Resonance-Technology (SMART) strategy framework, providing actionable guidelines for libraries worldwide. Strategic positioning emphasizes integrating international communication into institutional development strategies through establishing specialized task forces with full-time personnel, formulating medium- and long-term plans, allocating dedicated funds, establishing cross-departmental collaboration mechanisms, and integrating accomplishments into performance evaluation systems. The core recognition is that international communication represents strategic missions, enhancing institutional influence rather than peripheral tasks.
Multimedia integration centers on constructing diversified content ecosystems and omnichannel matrices by embracing various formats, including video, audio, animation, and virtual reality/augmented reality, transcending traditional text-based reporting constraints. This strategy establishes integrated communication matrices (in-house platforms, social media, and professional platforms) with customized content tailored to each platform. Drawing inspiration from Foshan's “Neighborhood Library” online to offline model, this approach achieves the seamless integration of online and offline channels. Key efforts include optimizing social media platforms through multilingual subtitles and culturally adapted content; establishing content repositories with scheduled publication calendars; and employing data visualization technology to convert service metrics into infographics and interactive maps.
Audience-oriented strategies highlight a transition from content-centric to user-centric approaches by setting up user data collection systems combining multi-source data from websites, social media, mobile applications, and offline events to generate comprehensive international audience profiles. The key analytical dimensions include geographic distribution, demographic characteristics, interest preferences, and behavioral patterns. Utilizing these profiles, libraries construct tailored content recommendation frameworks, offering comprehensive case analyses for library professionals, captivating narratives for general audiences, and evidence-based policy proposals for policymakers. Multi-layered engagement frameworks evolve from fundamental interactions to sophisticated content co-creation and service design, with well-established user feedback systems guaranteeing closed-loop cycles.
Resonance (value resonance) underscores a shift from cultural exportation to collaborative value creation by transcending superficial displays of local cultural symbols to delve into universal values, including knowledge acquisition rights, social equity and justice, lifelong learning concepts, and cultural heritage preservation. Adopting “local practice + universal values” narrative structures, libraries first showcase specific local practices, then distill these into universal values that are applicable globally, and then discuss broader implications for international library development. Establishing international cooperation networks, libraries partner with institutions across countries to conduct joint research, share experiences, and pool resources. By inviting users, volunteers, and experts from diverse cultural backgrounds to participate in content creation and service design, libraries ensure the representation of multicultural perspectives while respecting cultural differences and avoiding cultural hegemony.
Technology empowerment highlights the transition from tool application to paradigm transformation by establishing data centers and deploying infrastructure to collect, store, and analyze data. Utilizing AI translation technology enables the rapid production of multilingual content, while developing personalized recommendation models leverages user behavior data, integrating machine learning and deep learning techniques. Through the employment of natural language processing, emotional tendencies and thematic preferences in user reviews can be analyzed. Organize librarians to participate in professional training on data analysis and intelligent marketing, while introducing external technical teams for system development and operational support. Developing comprehensive communication evaluation frameworks incorporating quantitative metrics (e.g. reach, interaction rate, conversion rate) alongside qualitative measures (e.g. user satisfaction, brand awareness, international influence) enables regular data-driven assessments to iteratively enhance communication strategies. When applying intelligent technologies, it is crucial to prioritize technical ethics by strictly complying with data protection regulations, ensuring algorithmic fairness and transparency, and offering alternative solutions for groups with technological disadvantages (Pariser, 2011; Prahalad and Ramaswamy, 2004).
Conclusion
This systematic analysis of 39 Chinese library projects that were recognized by the IFLA International Marketing Award or shortlisted between 2012 and 2025 has constructed a three-tier theoretical model—intelligent empowerment–cultural translation–value co-creation—using grounded theory methods, along with the proposal of a SMART strategy framework. The study found that intelligent marketing technology systematically reshapes the core logic of international library communication across four dimensions: (1) data-driven user insights; (2) algorithm-aided content creation; (3) platform-integrated channel distribution; and (4) interactive design for experience enhancement. Successful international communication projects achieve transformation from “talking to oneself” to “eliciting resonance” through three cultural translation mechanisms: (1) diversified narrative subjects; (2) universalized narrative themes; and (3) innovative narrative methods. Value co-creation has emerged as the central objective, facilitating the transition from one-way dissemination to two-way interaction via three key channels: (1) deep user involvement; (2) collaborative co-creation among multiple stakeholders; and (3) the ongoing refinement of experiences.
The performance of Chinese libraries in the IFLA International Marketing Award has witnessed a historic transformation from learners to leaders, reflecting not only enhancement in technology application capabilities but also a profound transformation in communication philosophy. The shift moves from content-focused to user-focused approaches, from cultural dissemination to value co-creation, and from experience-based to data-driven decision-making. This study broadens the theoretical application scope of intelligent marketing in public cultural services, deepens the mechanism analysis of cultural narrative theory, and enriches the local theoretical framework for library international communication while promoting the application of value co-creation theory in communication practices.
The limitations of the study include the sample being limited to IFLA award-winning projects, potentially introducing selection bias; the data primarily originating from project award announcements, offering limited understanding of the implementation processes and long-term impacts; and the deficiencies of cross-national comparative research. Future research could explore the application potential of cutting-edge technologies (e.g. generative AI, large language models, digital twins) in library international communication. Researchers should conduct in-depth investigations of the mechanisms across various cultural backgrounds to identify the key factors influencing cross-cultural communication effectiveness. The systematic study of value co-creation ecosystems, analyzing the roles, relationships, and interaction mechanisms of different stakeholders, would advance theoretical understanding. The development of evaluation index systems and measurement tools for communication effectiveness remains a practical priority. Finally, conducting comparative analyses on international communication strategies, technological applications, and cultural narratives between Chinese libraries and international counterparts would provide valuable insights for global library development.
