Abstract

The Palmer Prize, awarded for the best article published in Conflict Management and Peace Science in 2018, goes to Carla Martinez Machain (Kansas State University) and Leo Rosenberg (Kansas State University). Following an evaluation of all research articles published in volume 35 of CMPS, a selection committee consisting of Alex Braithwaite (University of Arizona), Clionadh Raleigh (University of Sussex), and Clayton Thyne (University of Kentucky) chose ‘Domestic Diversion and Strategic Behavior by Minority Groups’ as the recipient of the prize for the article of the year. Observing that ‘2018 was a very strong year for published articles at Conflict Management & Peace Science,’ the committee members felt that Martinez Machain and Rosenberg are especially deserving of the Palmer Prize. Their article addresses an under-appreciated facet of international relations and diversionary theory: minority groups’ engagement in tactics of strategic avoidance when governments hold incentives to repress. Martinez Machain and Rosenberg revisit diversionary theory through the lens of often neglected minority constituent groups and present persuasive evidence via a series of robust multivariate tests at the rather novel state-minority group dyad level.
The Palmer Prize honors Glenn Palmer’s contributions to Conflict Management and Peace Science during his 13-year tenure as editor of the journal. The prize carries a stipend of $500.
