Abstract
This investigation provided descriptive information on the intellectual and achievement characteristics of 906 students with learning disabilities and 836 students who were referred for special services but deemed not eligible. The findings indicated that students with learning disabilities achieved at a level significantly below students who were referred and not labeled and were more frequently below grade level in core achievement areas. Furthermore, students with learning disabilities were more likely to exhibit a severe discrepancy between expected and actual achievement levels than their nonhandicapped peers. These findings confirmed the conclusions from previous studies, indicating that students with learning disabilities tend to be the lowest of the low achievers.
