Design Strategies for Variable-Rate Pricing of Mixed Solid Waste: Selected Responses to Free Riding,Illegal Dumping,and System Avoidance or Manipulation
Experience in the design and management of variable-rate mixed solid waste systems has helped practitioners to identify common difficulties and potential solutions. “Building-in” a number of the design strategies included here will enable the careful administrator to anticipate and manage negative externalities to give the variable-rate alternative its best possible chance of success.
