Abstract
A shift from top-down, hierarchical decision-making toward collaborative, consensus-oriented decision-making is taking place across many settings, leading to meetings in which diverse participants seek to reach agreement on issues of significance. This article proposes a new approach to analyzing such meetings that integrates conversation analysis (CA) and issue framing (IF). While CA and IF have both been applied to collaborative decision-making, each approach, on its own, suffers from significant limitations. Combined, they allow negotiation talk in meetings to be examined holistically, integrating a consideration of both process and content. New relationships among interactional sequences and framing processes are revealed, leading to the discovery of patterns across the decision-making activity as a whole. These patterns, in turn, can be situated in the context of the institutions within which the negotiations take place. This novel integrative approach is illuminated through application to a 162-turn decision-making activity.

Introduction
A shift from top-down, hierarchical decision-making toward collaborative, consensus-oriented decision-making is taking place in government, non-governmental organization (NGO), and industry settings (Beyerlein and Johnson, 1994; Heckscher and Donnellon, 1994; Mansuri and Rao, 2013; Simmons et al., 2007). While this shift is only partial, enacted in some settings more than others, it has nonetheless produced an increasingly common scenario in which a group of people come together in a series of meetings to try to reach agreement on issues of significance.
The move toward collaborative decision-making in institutions is historically associated with the broad social changes that started in the 1960s (Schelhas et al., 2001: xx). A democratizing ideological shift manifested itself in trends such as ‘participatory management’ in development, ‘empowerment’ in business, and ‘collaborative management’ in environmental conservation (Folke et al., 2005; Hickey and Mohan, 2005; Lawler, 1996; Wondolleck and Yaffee, 2000). At the same time, enacting this democratizing and participatory ideal has proved to be challenging, with critics claiming that the stated goal of giving voice to those with less power is often not achieved (Cooke and Kothari, 2001; Spaeder and Feit, 2005), and even advocates searching for more effective ways of designing collaboration practices (Hickey and Mohan, 2005; Mansuri and Rao, 2013).
Analyzing collaborative decision-making practices in institutions is a complex endeavor. A complete analysis would encompass the investigation of talk in meetings, the institutional structures and cultural logics in which these meetings are embedded, the agency of social actors, and their networks of relationships (Drew and Heritage, 1992; Sarangi and Roberts, 1999; Schwartzman, 1989; Wasson, 2014). This article trains its lens primarily on one piece of this complex whole, namely the analysis of talk in meetings.
The goal of the research presented here was to develop a more holistic methodology for the analysis of decision-making activities than what has been found in most previous research. By revealing relationships among interactional sequences, framing processes, and cultural logics, such a methodology can illuminate the decisions and actions taken by study participants as they navigate the institutional structures that shape their lived experience. The approach developed in the research described here combines the following elements:
It integrates conversation analysis (CA) and issue framing (IF) to illuminate both the process and the content of collaborative decision-making practices. This is a novel contribution to the literature on talk in meetings. It extends the methodology of previous studies that have drawn on either CA or IF, but not both.
It combines a broader set of CA concepts than most CA studies have. The analysis draws on CA studies of four kinds of interactional sequences as well as the CA literature on negotiation in meetings.
The analytic lens is primarily trained on long, complex interactional activities of over 100 turns, rather than on small numbers of turns at talk. The case study is 162 turns long.
The ‘CA + IF’ analysis of talk in meetings is integrated with insights from extensive ethnographic fieldwork about the cultural logics of the organization where the meetings took place. While the integration of linguistic and ethnographic insights is not novel, it remains an essential part of a holistic approach to the analysis of talk in meetings.
While CA and IF have both been applied to collaborative decision-making in meetings, each approach on its own suffers from significant limitations. CA illuminates the process of an interaction. It unpacks the sequential organization of how a negotiation unfolds over time, as each speaker’s turn responds to the previous turn, and as meeting participants draw on a repertoire of interactional sequences they regularly use (Sacks et al., 1974). However, CA does not concern itself with the content of those decisions. Yet the content of decisions obviously has great importance for the people affected by those decisions.
IF is a valuable complement to CA because it illuminates the content of discussions. IF examines the substantive issues at stake in a negotiation and how these issues are understood in different ways by the parties to the decision (Dewulf et al., 2009; Putnam and Holmer, 1992). However, IF has limited ways of understanding how negotiation actually takes place through discussions among meeting participants and how frames evolve and change through emergent interactions. The conversational process has been somewhat of a black box in IF.
CA complements IF so effectively because the combination allows negotiation talk in meetings to be examined holistically, integrating a consideration of both process and content. New relationships among interactional sequences and framing processes are revealed, leading to the discovery of patterns across the trajectory of the decision-making activity as a whole. These patterns, in turn, can be situated in the context of the institutions within which the negotiations being examined take place when linguistic analysis is integrated with ethnographic analysis.
CA and IF include both theoretical and methodological dimensions. In the following sections, the relevant conceptual dimensions of CA and IF are discussed, and the rationale for previous work that combined those approaches with ethnography is reviewed. Subsequently, the article delves into research methodology.
Conversation analysis
Negotiation in meetings
The analytical framework presented here builds on an extensive CA literature on negotiation in meetings (e.g. Asmuss and Oshima, 2012; Barnes, 2007; Boden, 1994; Choi and Schnurr, 2014; Deppermann et al., 2010; Djordjilovic, 2012; Ehlich and Wagner, 1995; Firth, 1995a, 1995b; Ford, 2008; Francis, 1995; Kangasharju, 1996; Markaki and Mondada, 2012; Maynard, 1984; Svennevig, 2012; Wasson, 1996, 2000). In an early work on negotiation in the workplace, Firth (1995b) argued that the communicative processes that constitute negotiation had been understudied up to that point: Although communication is recognized to be a crucial feature of negotiation, the ways in which communication is accomplished have been overwhelmingly glossed over or taken for granted … how such things as arguments, counter-arguments, proposals and counter proposals … are interactionally accomplished … remains largely unresearched. (p. 4)
Since the publication of that ground-breaking work, many specific aspects of meeting negotiations have been examined in detail, for instance, who is entitled to make or assess a proposal (Asmuss and Oshima, 2012), distributed leadership (Choi and Schnurr, 2014), and transitions between activities (Deppermann et al., 2010).
The approach presented here integrates prior studies of specific kinds of sequences into a more comprehensive framework for the analysis of negotiation in meetings than what CA has previously offered (other than Maynard’s 1984 study of plea bargaining, which is a somewhat different kind of negotiation than the decision-making activities examined here). This approach can be used to analyze longer sequences than CA typically considers. For instance, the case study examined in this article includes 162 turns, spanning 10.5 minutes. Using CA to identify larger meeting patterns may be controversial among purists of the method, but others may recognize that this approach extends the power and usefulness of CA.
The activity of decision-making
As Drew and Heritage have noted, CA focuses on the ‘interactional accomplishment of particular social activities’ (Drew and Heritage, 1992: 17; Levinson, 1992). The unit of analysis for the framework presented here is the activity of decision-making. In my research in business, government, and academic settings, I have found this activity to be culturally recognized by participants; the overt goal of a broad genre of meetings in institutions is to achieve decisions (Schwartzman, 1989; Wasson, 2000). There seem to be widely shared cultural understandings about the activity, for instance, that decisions should be reached through a process of multiparty collaborative discussion and, ideally, the achievement of consensus. The conversations are usually guided by a facilitator. (Other meeting genres that do not revolve around decision-making are also found in institutions, but those will not be considered at present.)
The types of meetings examined here typically consist of a string of decision-making activities, of varying length and complexity, sometimes with transitional phenomena between activities (Deppermann et al., 2010). A long decision-making activity may include several shorter decision-making activities within it.
Decision-making activities begin when a speaker proffers a proposal (Francis, 1995; Maynard, 1984; Stevanovic, 2012; Wasson, 2000). The turn can take various forms; proposals may be constructed as suggestions, requests, or musings. Furthermore, proposals are not defined solely by the intentions of the speaker, but may also be constructed ‘post hoc’ by subsequent actions of other meeting participants (Wasson, 2000: 468).
Decision-making activities end more or less when consensus is reached. The consensus is articulated by someone, often the facilitator. Or the last person to hold a contrasting view may express an altered view that is in alignment with the rest of the meeting participants. The articulation of consensus may be followed by a chorus of agreement tokens, and sometimes by a ‘coda’, a reiteration of the rationale for the decision (Wasson, 2000).
In between the proposal and the achievement of consensus, a wide variety of turns can occur, and they can range from few to many. However, a key discovery of my research is that in the decision-making activities examined, most turns were organized into four types of sequences, all of which have been well described in the CA literature, although not necessarily with reference to decision-making. These four types of sequences are agreement sequences, disagreement sequences, information sequences, and joking sequences. They are described in more detail later in the article. I do not wish to claim that those four types of sequences are the only ones ever used for decision-making in meetings; further research may uncover additional types. One limitation of my research is that it has taken place in the United States; other parts of the world may reveal different cultural practices. Nonetheless, it is striking that in the 42 decision-making activities examined, only these four types of sequences appeared regularly. While these four kinds of interactional sequences have been analyzed separately in the CA literature, they have not previously been brought together in a single framework for the analysis of negotiations in meetings.
Issue framing
‘Frames’ and ‘framing’ are concepts that have been used extensively in multiple research traditions. The terms have been defined in a variety of ways. Here I draw on their conceptualization in the body of communication theory that examines negotiation and conflict resolution (Brugnach et al., 2011; Dewulf and Bouwen, 2012; Dewulf et al., 2004, 2009, 2011; Drake and Donohue, 1996; Lewicki et al., 2003; Pahl-Wostl et al., 2007; Putnam and Holmer, 1992). In this literature, frames are defined as perspectives on issues, where issues are defined as ‘agenda items or topics of concern in a dispute’ (Putnam and Holmer, 1992: 138). This conceptualization of frames is quite different from the way that Bateson (1955, 1972) and Goffman (1974) theorized the notion as ways that participants in an interaction understand the interaction itself. For instance, Bateson (1955) pointed out that the same interaction could be framed as play, conflict, or ritual.
Studies of negotiations have found that issue frames play a significant role in conflict resolution. Initially, disputants often use contrasting frames to interpret an issue. The frames used by disputants reveal ‘how particular aspects of an issue are emphasized, downplayed or circumscribed when disputants in multi-actor negotiations, with vastly different stakes in an issue, challenge each other’s issue formulations through subtle linguistic variations’ (Dewulf et al., 2009: 171). The subsequent achievement of agreement is associated with frame convergence (Drake and Donohue, 1996: 309).
In the literature on IF, there is a division between cognitive and interactional approaches. The ‘cognitive approach considers frames to be representations stored in memory …, while the interactional approach considers framing to be the dynamic enactment and shaping of meaning in ongoing interactions’ (Dewulf et al., 2009: 162, 2011). The cognitive approach tends to represent frames as static features of individual cognition, while the interactional approach portrays frames as dynamic phenomena that are co-constructed as bargainers define problems and courses of action through their talk (Putnam and Holmer, 1992: 138). I follow the interactional approach as it fits better with CA and is more suited to examining shifts in framing over time.
Combining CA/IF with ethnography
This study builds on a small but influential tradition of research that integrated deep ethnographic research with CA of recordings of naturally occurring discourse taken in the field. This research stream initially flowered in the 1980s with book-length ethnographies by Maynard (1984), Boden (1994), Moerman (1988), Goodwin (1990), and others. These authors powerfully demonstrated the value of such a methodology for illuminating the lived experience of their study participants as they navigated particular social worlds and institutions. On the one hand, a portrait of the history, cultural practices, and social structures of relevant organizations and social groups shed light on the decisions and actions taken by study participants. On the other hand, close attention to language-in-interaction revealed the ways that broader social and cultural phenomena were constructed and reproduced on the ground. Goodwin (1990) noted that her book was ‘part of a larger project to describe rigorously, systematically, and empirically the resources utilized by participants to build both their ongoing social organization and the phenomenal world they inhabit as the situated product of interactive practices’ (p. 1).
The present study also builds on previous research that utilized ethnographic methods to examine IF. Much of this research has been carried out by Dewulf and his collaborators (Brugnach et al., 2011; Dewulf and Bouwen, 2012; Dewulf et al., 2004, 2009, 2011). These scholars have engaged in long-term qualitative studies of environmental decision-making which have allowed them to situate their analyses of IF in the cultural logics of the various stakeholder groups involved.
Methodology and data
Sources of data: Linguistic and ethnographic fieldwork
The data at the heart of this study are transcripts of audio-recorded meetings. A total of 42 decision-making activities were examined, spread across seven meetings that lasted a total of eight hours. The data come from my dissertation research, which was an exploration of team decision-making at a large high-technology corporation based in the United States. I call the fieldsite Sigma Corporation. The recordings analyzed for the current article are a subset of a larger corpus of recordings, which also included events other than team decision-making.
The 42 decision-making activities ranged from 4 to 216 turns, with an average of 50 turns. Occasionally, the activities were broken up into several segments, for instance, when meeting participants were distracted by the arrival or departure of a team member, or by a side issue which arose out of the decision-making process but then emerged as its own topic of discussion before the group returned to the original issue.
The meeting recordings are complemented by extensive ethnographic data. From 1992 to 1994 I conducted 16 months of fieldwork at Sigma, spending full working hours there five days a week, and socializing after hours as appropriate. Over the course of this fieldwork I attended an extremely large number of team meetings, typically several a day. While I wrote detailed field notes about each meeting I attended, I only recorded a limited number due to the practical limitations of what I could transcribe. Recordings were made toward the end of the fieldwork, when I had established rapport with employees at the fieldsite. By that time, I was able to situate the meetings within my extensive knowledge of meeting participants and their relationships, as well as Sigma’s institutional structures and cultural logics.
Steps in methodology
The methodology I developed for integrating CA, IF, and ethnographic insights in the analysis of decision-making activities included the following steps. I present them in linear fashion for the sake of clarity, but in actual practice I went back and forth among different steps during the process of analysis. An example of the type of annotated transcript that resulted from Steps 1–3 can be seen in Appendix 2.
Transcript preparation. A transcript of each audio recorded meeting was prepared using the Jefferson transcription system (See Appendix 1 for transcription conventions). It was formatted as a table in Microsoft Word, with columns for turn number, speaker, and contents of the turn.
IF annotation of transcript. Two columns were added to the transcript table for IF annotations. One column identified the issue being discussed at any given moment. Whenever a new issue was raised during a turn at talk, that issue was noted in the appropriate cell of the column. A second column identified the framing of an issue at any given moment. Whenever a speaker introduced a new frame in their turn, it was noted in the appropriate cell of the column. Together, these two columns made visible the evolution of issues and their framings over time.
CA annotation of transcript. A final column was added to the transcript table for CA annotations. Each turn at talk was labeled with a CA term characterizing the type of move it was, such as proposal, positive assessment, request for information, and so forth. Some turns included more than one move. Furthermore, the transcript was analyzed in terms of the types of interactional sequences that the turns grouped into. Each type of sequence was assigned a color, and those colors were used to fill in the relevant cells in the CA column. The transitions between colors provided an effective visual representation of the transitions between types of interactional sequences.
Identification of patterns across activity. The annotated transcripts were carefully examined to discover patterns across issues, frames, and interactional sequences.
Contextualizing decision-making patterns in ethnographic insights about the organization. Decision-making patterns were contextualized in the cultural logics and institutional structures and processes of the organization studied.
Focus on a single decision-making activity as case study
In planning this article an interesting dilemma emerged. It was necessary to take readers along on the analysis of an entire decision-making activity in order to communicate the methodology I had developed and its payoff. Yet most decision-making activities in my data set were far longer than the transcript examples typically presented in journal articles. My solution to this dilemma was to focus on a single case study. The full transcript of this case study can be found in Appendix 2. In the body of the article, only turn numbers from the transcript are referenced; the reader must flip to Appendix 2 to view the text. While this creates a somewhat unorthodox experience for readers who are used to seeing bits of transcript sprinkled throughout the text, it accommodates the space constraints of a journal article while enabling readers to access the transcript of a complete decision-making activity.
Furthermore, because the case study is 162 turns long, this article does not include the kind of line-by-line analysis that is characteristic of CA publications. In order to combine insights from IF, CA, and ethnography in a single article, each element is described with some brevity. The combination of these elements is precisely the article’s contribution.
The case study was selected from the set of 42 decision-making activities because it most clearly illustrated all four of the interactional sequences found in these activities, and because it formed an unbroken series of interactions with minimal interruptions or distractions.
Explanation of case study: The Extra Recognition and Awards team evaluates an award application
The negotiation examined here occurred during a meeting of the Extra Recognition and Awards (ERA) team. The ERA team was based at the administrative headquarters of one of Sigma’s businesses. About 750 employees worked at this facility. The considerable majority were design engineers; the rest belonged to support functions such as human resources, finance, and information systems management. The ERA team was cross-functional, meaning that members came from diverse functions in the organization. The team organizer, Anne, worked in the Benefits area of Human Resources. (All names of Sigma employees and teams are pseudonyms.)
The purpose of the ERA team was to arrange special rewards for employees who had worked on projects outside of their regular responsibilities. While employees’ regular responsibilities were rewarded through annual performance reviews, their outside projects were not otherwise formally recognized. Any employee could nominate any other employee for an ERA award by filling out an application.
The meetings of the ERA team primarily consisted of evaluations of applications that had been submitted to the team for consideration. Team members decided whether or not the project described in an application deserved a reward, and if so, they negotiated the nature of the reward, which ranged from American Express Gift Cheques in varying amounts to items such as a weekend at a resort. An especially popular reward was the use of the desirably located ERA parking space for one month. Occasionally the team engaged in other tasks, such as the development of a survey to assess Sigma employees’ perceptions of the ERA team’s performance. But for the most part, team meetings consisted of a series of decision-making activities in the form of application reviews and selection of awards. Team members arrived at decisions through a process of multiparty, collaborative discussion, facilitated by Anne. All decisions ended in consensus. Their interactions showed a marked preference for agreement. I observed, recorded, and transcribed five meetings of the ERA team.
The decision-making activity examined here was the ERA team’s evaluation of one application. It was the sixth and last application considered during that day’s one-hour meeting. Anne, the team organizer, started the discussion by reading the application out loud while displaying it on an overhead projector. The application requested an award for an employee because he had developed a new process to procure business cards that would save Sigma Corporation US$25,000 per year.
The decision-making activity consisted of 162 turns, listed in their entirety in Appendix 2. Meeting participants included the following:

Results
The presentation of results follows the steps of the methodology. Findings from the IF analysis are described first, followed by the results of the CA analysis. Third, the overall trajectory of the case study is described, integrating insights from IF and CA. Finally, the case study is situated in its cultural and organizational context, drawing on findings from the ethnographic fieldwork.
Findings from analysis of IF
Issues
Analysis revealed that two nested issues were addressed during the case study negotiation. The first was the merit of the application: Should the nominee get an award from the ERA team? How impressive was the accomplishment? The second issue was as follows: If the application was deemed to have merit, what specific award should the team select? Within this topic, two subissues were discussed: the dollar amount of the award and the form the award should take, ranging from a gift check to a resort weekend. While the negotiation started by considering the merit of the application, the conversation subsequently moved back and forth between the two issues, since they were closely interrelated.
These two issues were typical for the decision-making activities of the ERA team. Every time the ERA team evaluated an application, it needed to decide whether or not the project merited an award, and if so, what the award should be. However, these specific issues are not generalizable to other teams at Sigma, since each team had its own arena of topics for which it developed a course of action.
Framing
Four frames were invoked by meeting participants to evaluate the application:
High evaluation of application based on criteria of innovativeness and financial savings. The initial frame was a strongly admiring assessment of the application, based on how innovative the idea was and how much money it would save Sigma. This frame was initially articulated in the text of the written application, which was read out loud by the meeting organizer and continued in discussion among several of the meeting participants. Turns 1–40 exhibited this frame.
Mediocre evaluation of application based on criteria of time and effort. The second frame was a diminished evaluation of the application, based on a belief that time and effort should constitute the primary criteria for evaluating applications, and that the employee had not spent many hours developing a new procurement process. This second frame recognized some value in the application, but regarded the accomplishment as less impressive than the first frame did. It was articulated most forcefully by Bill, starting in turn 41, but Anne also indicated support for his view.
Compromise evaluation of application that encompassed both sets of criteria. The third frame took a broader perspective that encompassed both previous frames. This frame acknowledged the importance of all criteria under consideration: money, innovation, time, and effort. Furthermore, participants pointed out that awards must be contextualized with respect to other awards to ensure comparability across all awards allocated by the ERA team. This frame was first broached by Rick in turn 55. In subsequent turns, it alternated with the first two frames. In turns 76–87, the compromise evaluation became dominant. However, Bill remained silent during this sequence, inviting the interpretation that he had not accepted the compromise. Eventually, in turn 107, Bill did accept the compromise frame and it remained the dominant frame for the rest of the decision-making activity.
Voting (frame split). The fourth frame, voting, was, more properly, an approach to resolving frame conflict when efforts at compromise seemed to be ineffective. Anne initiated a vote among meeting participants in turn 89. The ERA team nearly always made decisions by consensus; calling for a vote was extremely rare. The voting sequence revealed that the team was having unusual trouble reaching a shared framing. Furthermore, it was unsuccessful in resolving the frame conflict; the vote resulted in a tie. Bill subsequently agreed to the compromise frame.
These frames are partially generalizable to the work of the ERA team. It was relatively common to find disagreements among team members based on their differing assessments of the importance of time spent on a project versus the benefits to the company that resulted. However, other frames for evaluating applications might be invoked as well, such as how one application compared to other applications, whether the person to be rewarded had received an award before, or whether a project was really above and beyond the person’s regular duties. And of course, other teams at Sigma invoked other frames depending on the issues they were debating. It is hard to generalize about specific frames used for decision-making at Sigma. However, a generalization can be made that an overarching concern with fairness often characterized decision-making activities. Disagreements were frequently due to the contrasting criteria team members invoked to frame their notions of fairness.
Findings from CA
While I started the CA of decision-making activities by identifying the interactional move illustrated by each turn at talk, I found greater analytic purchase in grouping turns into interactional sequences. It turned out that most of the turns in the 42 decision-making activities examined could be grouped into four types of interactional sequences, each well documented in the CA literature. There were some turns that fell outside of these four types of sequences, for instance when the conversation went off on a tangent, or when participants engaged in metacommentary about their process. However, the consistency across decision-making activities was remarkable. Of these 42 activities,
31 included agreement sequences;
30 included disagreement sequences;
30 included information sequences;
22 included joking sequences.
A total of 10 activities included all four sequences. The case study was selected, in part, because it provided clear examples of all four sequences.
Agreement sequences and disagreement sequences
Evaluations of a proposal are a central characteristic of decision-making activities. A basic building block of such activities is the type of adjacency pair termed a ‘bargaining sequence’ in the literature on negotiations:
A first speaker proffers a proposal or position-report.
A second speaker evaluates the previous turn positively or negatively by displaying ‘alignment or non-alignment with the initially exhibited position’ (Maynard, 1984: 78).
The second move is often referred to as an ‘assessment’ in CA. Assessments and assessment sequences have been extensively examined, both in and out of decision-making contexts (Davidson, 1984; Goodwin, 1986; Goodwin and Goodwin, 1987, 1992; McKinlay and McVittie, 2006; Maynard, 1984; Pomerantz, 1978, 1984; Sacks, 1987; Sacks et al., 1974; Schegloff, 1987; Wang et al., 2010; Wasson, 2000). When multiple participants in an interaction voice their assessments of some topic, they construct either agreement with each other or disagreement.
In the case study, the initial proposal in turn 1 was followed by a string of unanimously positive assessments. I term this an agreement sequence. When all participants in an interaction express a shared positive assessment of a topic, they display alignment with the proposer and with each other. ‘Thus with their assessments the participants are able to display to each other that they evaluate the phenomena being assessed in a similar way’ (Goodwin and Goodwin, 1987: 28).
I would argue that it was not an accident that the ERA team started with a long string of positive assessments before eventually voicing negative assessments of the proposal. CA studies have found that many settings are characterized by a preference for mutual alignment, meaning that participants are quick to express agreement while hesitating to articulate contrasting views (Lindström and Sorjonen, 2013; Pomerantz, 1984; Sacks, 1987). The organization of turns in the case study reveals that disagreement is dispreferred. For instance, negative assessments were delayed and mitigated in various ways. Another move that revealed a preference for agreement was the chorus, where a speaker echoed the words of the previous speaker, or contributed agreement tokens such as ‘right’ and ‘yes’.
In the case study, turn 41 ended the string of positive assessments, as Bill voiced a clearly articulated negative assessment. This turn initiated a sequence in which positive and negative assessments were mixed, resulting in a complex series of counterarguments going back and forth. I term this kind of interaction a disagreement sequence.
Disagreement sequences set up a challenge for meeting participants who seek to achieve consensus in their decisions. One or more participants will need to change their views. This can require various kinds of discussion, including information sequences and joking sequences.
Information sequences
A third kind of sequence occurred when team members requested more information from each other, or offered information to their colleagues. I term these interactions ‘information sequences’. Similar interactions have been examined in the CA literature under labels such as ‘accounts’ and ‘epistemic authority’ (Bolden and Robinson, 2011; Firth, 1995a; Heritage, 1988; Heritage and Raymond, 2005; Kuipers, 2013; Pomerantz, 1988; Robinson, 2009; Waring, 2007). Firth (1995a) argues that in the context of negotiations, accounts can ‘resolve a work-related problem in a creative and mutually acceptable way … By providing a vocabulary of (organizational) motives … accounts establish a basis from which organizationally relevant action may be identified, challenged, and discussed’ (pp. 199, 201). For a straightforward example of an information sequence, see turns 25–29 in the transcript in Appendix 2.
There can be ambiguity between information sequences and disagreement sequences. Speakers may mitigate negative assessments by articulating them as requests for information. Also, speakers may set up a negative assessment by preceding it with a request for information that is expected to provide support for the subsequent negative assessment.
Joking sequences
The last kind of sequence was joking. While joking and laughter can play a variety of interactional functions, in the meetings examined here they were used to repair relationships among participants after the tension of extended disagreement. Studies have shown that laughter can be valuable ‘in the creation and maintenance of interpersonal relationships … The sharing of laughter with others indicates affiliation, an alignment of perspectives, and perhaps even celebration’ (Glenn, 2003: 1, 3). The role of laughter and joking in repairing affiliation has been extensively examined in CA (Ellis, 1997; Ford, 2008; Glenn, 2003; Holt, 2012; Jefferson et al., 1987). ‘How the laughter is initiated, where it is placed and who joins in that laughter are shown to be significant to the task of constructing and displaying social relationships’ (Ellis, 1997: 147). For an example of a joking sequence, see turns 112–125 in the transcript in Appendix 2.
Integration of IF and CA: Patterns across the decision-making activity
Once IF and CA are each applied to a decision-making activity, it becomes possible to integrate their findings and identify patterns across issues, frames, and interactional sequences. This kind of integration starts to fill in a gap in studies of negotiation and conflict resolution that advocate an interactional IF approach. While many such studies acknowledge the value of examining interactional sequences, hardly any actually include a CA component in their analysis (Dewulf and Bouwen, 2012; Dewulf et al., 2004). None of these studies has displayed a deep understanding of the range of interactional sequences commonly found in decision-making activities.
By integrating IF and CA perspectives on the case study, new insights about the overall trajectory of the decision-making activity emerged which, in turn, revealed a particular culture of negotiation that characterized certain kinds of interactions at Sigma Corporation. The relationships between shifts in issues, shifts in frames, and shifts in interactional sequences revealed by the annotated transcript (Appendix 2) highlighted three distinct phases of negotiation:
Phase 1. Agreement: During turns 1–40, meeting participants all expressed positive assessments of the application. No-one articulated a negative assessment. All participants voiced the same frame, evaluating the accomplishment described in the application as impressive and worthy of an ERA award.
Phase 2. Disagreement: In turn 40, Bill articulated a negative assessment of the application, initiating a series of disagreement sequences among meeting participants that continued until turn 99. Team members drew on two conflicting frames. The first frame, already articulated in Phase 1, highlighted innovation and financial savings as worthy criteria for positively assessing ERA applications. The second frame, introduced by Bill in turn 40, highlighted time and effort as the most important criteria for positively assessing ERA applications. Anne expressed support for Bill’s frame.
About halfway through Phase 2, some participants began to articulate a broader frame that accommodated both sets of criteria, but the frame was not accepted by all. Anne asked for a vote on award amounts, which indicated that she had given up trying to achieve frame consensus; however, the vote was tied, so even this did not lead to a resolution. The tie vote did, however, result in participants’ joking, which appeared to be used as a way of reducing tension and a form of relationship repair.
Phase 3. Resolution and affiliation repair: In turn 107, Bill somewhat grudgingly gave in to the larger award amount that team members who thought highly of the application preferred. No-one else continued to push for the smaller award amount. Anne articulated the conclusion of the negotiation for the award amount in turn 109: ‘All right, we’ll do two hundred’. However, team members still had to decide whether they want to award cash or a gift such as a resort weekend. Negotiation continued, with several minor disagreement sequences. Phase 3 was dominated by joking, as meeting participants continued to work on restoring their mutual affiliation. Even disagreement sequences were interspersed with jokes and laughter. Throughout Phase 3, team members displayed consensus around the framing of the main issue, namely the value of the application as expressed in the dollar amount of the award.
These three phases of negotiation are revealing. From a CA perspective, they demonstrate a preference for alignment, agreement, and affiliation (Lindström and Sorjonen, 2013; Pomerantz, 1984; Sacks, 1987). This can be seen in the way that disagreement is delayed until turn 40, in participants’ dogged efforts to reach consensus until they finally achieve it, and in the extensive joking in the latter part of the activity, which contributes to the repair of good feeling among team members. In fact, Phase 2, where the main disagreement is articulated, only takes up 66 turns out of the 162 turns that make up the decision-making activity as a whole. In some sense, then, the actual negotiation primarily occurs during only 41% of the turns. Phases 1 and 3 are more about team members’ displays of mutual alignment and affiliation.
The trajectory of the case study was typical of collaborative decision-making activities at Sigma in several ways. First, the delay of disagreement was common. Second, extended disagreement was often followed by joking. All the seven decision-making activities that lasted more than 90 turns concluded with joking sequences. However, not all decision-making activities featured protracted disagreements. In some cases, there was no disagreement at all; an initial proposal was simply accepted unanimously. In other cases, a disagreement was raised but resolved quickly. In such situations, jokes might or might not occur. A total of 17 of the 42 decision-making activities concluded with a joking sequence.
Decision-making patterns in the context of Sigma Corporation
These decision-making patterns can be further illuminated by contextualizing them in Sigma’s cultural logics and institutional practices. I review key points from Wasson (2000) in the following discussion. The habitus of ERA team members was shaped by their lived experience as managers and professionals in an American corporation. Decision-making practices among managers and professionals in corporate America are shaped by the political exigencies of their work life. Organizations ultimately exert power over managers and professionals by controlling their career advancement (Kanter, 1977; Whyte, 1956). While corporations maintain an ideology of objective meritocracy, underpinned by rationalized ‘performance reviews’, employees recognize that promotions are closely linked to their socially constructed reputation (Jackall, 1988; Ourousoff, 1993). Managers and professionals are therefore highly sensitive to being scrutinized by those who might evaluate them. At Sigma Corporation, I found that the level of surveillance to which an employee felt subjected varied depending on the context and relationships among participants.
Employees’ concerns about managing their reputation produced a disposition toward caution, a tendency to display conformism and speak with care in settings where speakers were concerned about the surveillance of their interlocutors. The caution and conformism that corporate settings tend to inculcate were first described in a spate of literature that appeared in the 1950s (Dalton, 1959; Mills, 1951; Riesman, 1950; Whyte, 1956) and continues to surface in more recent corporate ethnographies (Jackall, 1988; Kanter, 1977; Kunda, 1992).
At Sigma Corporation I found that decision-making on cross-functional teams was particularly shaped by team members’ disposition toward caution. ‘Cross-functional’ teams were those that drew their membership from across the organization. Their composition signified that the team represented the facility as a whole; they dealt with matters that potentially affected most employees. At the same time, their tasks were not usually of critical importance. The teams’ goals were not closely related to most of their members’ primary work activities; few team decisions had the potential to threaten their individual careers. This enabled team members to be particularly flexible in their opinions. Furthermore, team members did not know each other well enough to be fully open and relaxed in their conversation.
An ideology of consensus decision-making prevailed in cross-functional team meetings at Sigma. This ideology involved the notion of equal voice for all participants, and the principle that everyone should subscribe to the final decision. It was described in the following way in a team training manual prepared for Sigma: All members have the opportunity to participate in the discussion, to ask questions and give opinions … the entire group arrives at a decision … no averaging, majority-rule voting, or horse-trading.
The value placed on consensus and equality in these meetings meant that aggressive, domineering behavior was interpreted negatively. There was no way for participants to enhance their reputation by displaying the kind of confrontational style that in other contexts might be positively interpreted as showing ‘leadership’. Consequently, the main source of symbolic profit for participants in these meetings was to develop a reputation as a good team player and to build their alliances with each other. Of course, it was always possible for them to damage their reputation, by strongly voicing an opinion that alienated other meeting participants, or that provided fodder for damaging gossip. Team members were therefore oriented not only toward accumulating social and symbolic capital in these meetings, but perhaps more importantly, toward preventing its loss.
Discussion and conclusion
Given the ongoing increase in collaborative decision-making across a wide variety of institutions, it may be valuable to develop a better understanding of how such decisions actually emerge. The methodology described here could be applied to linguistic and ethnographic data collected in a variety of organizational settings and in different national contexts. Further studies would make it possible to engage in broad comparisons across types of institutions and national cultures. It would be useful to learn whether the four interactional sequences identified in the American corporate setting are found in all settings, and whether additional types of sequences may be found in other settings. We know from the linguistic anthropological literature that collaborative decision-making may take a very different form in parts of the world whose practices have not been shaped by the bureaucratic and ‘participatory’ ideologies of the global North, ranging from Mende political discourse (Murphy, 1990) to Fiji Indian village councils (Brenneis, 1987). But various transnational processes, from economic ‘development’ to United Nations programs, are spreading such ideologies to more and more parts of the globe (Hickey and Mohan, 2005; Mansuri and Rao, 2013).
I have made a start in comparing decision-making practices across settings by using the methodology presented here to analyze the meetings of a commission developing municipal ordinance (Wasson, 2015). Decision-making on the commission can be compared to decision-making at Sigma Corporation. The commission was located in the United States, so the comparison is not between national cultures but rather between business and government contexts. This commission was charged with developing recommendations for municipal ordinance to regulate hydraulic fracturing. It completed its task over the course of 11 weekly meetings in 2012, adding up to just over 30 hours. A total of 82 motions were considered. All meetings were videorecorded, transcribed, and analyzed using the methodology detailed here.
Perhaps the most striking finding was that the same four interactional sequences were found in the municipal commission meetings as in corporate meetings. This supports the possibility that these sequences may be common building blocks of decision-making activities in mainstream US settings. However, the relative frequency of sequences varied considerably.
In particular, the frequency of joking sequences was very different for the municipal commission than for the ERA team. Joking was very common on the ERA team and many other teams I observed at Sigma. In contrast, there was hardly any joking in the meetings of the municipal commission. In 30 hours, only 15 affiliative jokes took place, usually single turns rather than sequences. This difference seems to reflect the institutional contexts in which the meetings took place. While Sigma employees had a practical interest in developing relationships, the members of the commission did not. Since their work was completed in three months, long-term interdependencies did not develop among them. Participating in a city commission is a much smaller slice of one’s daily life than working for an organization.
Another finding of interest was that the municipal commission adhered to the principle of consensus, even though decisions were formally decided by a vote. Typically, a member of the commission would put forth a proposal for a motion, and then the commission would exhaustively discuss the proposal. During this process, meeting participants would reformulate the proposal into something that most or all were prepared to approve. Thus, the voting record presents the appearance of a high level of agreement. Of the 44 approved motions, 75% passed unanimously. Yet in fact, members of the commission had strongly different views about the appropriate management of hydraulic fracturing, with two being more pro-environment and three being more pro-industry.
With regard to the preference for agreement and consensus, then, the municipal commission seemed to be very similar to business groups such as the ERA team. However, the cultural logics that encouraged these preferences may have been quite different. In the business context, a preference for agreement related to the advantages of relationship-building among meeting participants. On the municipal commission, in contrast, I wonder if the ‘front stage’ and ‘on record’ nature of the meetings encouraged members to adhere to the highest standards of American conceptions of politeness (Goffman, 1959). The meetings were open to the public and shown on city TV. Members were seated on a dais at the front of an auditorium, often with many citizens in the audience. The topic of hydraulic fracturing was extremely controversial and generated great interest among residents of the city; many eyes were upon the commission as they deliberated their recommendations.
These comparisons between the negotiation cultures of a business team and a municipal commission are intended to suggest the rich insights that could result from systematic comparisons of decision-making processes across a larger array of institutional settings. The methodology presented here is offered in the hope of opening up a new set of analytic opportunities, a new set of research questions that can be posed.
