This paper reflects on the progress made in climate change adaptation in the city of Durban since the launch of the Municipal Climate Protection Programme in 2004. This includes the initial difficulties in getting the attention of key sectors within municipal government, and how this was addressed and also served by the more detailed understanding of the range of adaptation options and their cost-benefits. There is also a better understanding of the potentials and constraints on community-based adaptation and the opposition from some landowners to measures to protect and enhance ecosystem services. The paper ends with lessons learnt that contradict some common assumptions – for instance, what approaches best build support for climate change adaptation within local governments, what measures work and from where lessons can be drawn. It also describes the perhaps unexpected linkages between local action and international influence and highlights the need for international climate change negotiations to recognize the key roles of urban governments in developing locally rooted adaptation and resilience.
The city of Dar es Salaam, with a population of more than four million, has no climate change adaptation plan. It also has a very large development deficit and lacks adequate provision for infrastructure and services such as piped water, sewers, drains and solid waste collection. Addressing this deficit (and building the institutional and financial capacity to do so) is also important for building resilience to climate change impacts. Eighty per cent of the city’s population lives in informal settlements, but there is little effective land use management and a number of these settlements are on sites that flood regularly. Climate change impacts include sea level rise, rising temperatures and increased occurrence of extreme weather, including rainstorms and droughts, all of which present challenges to city and municipal governments that are struggling to reduce the development deficit. This paper discusses the measures being taken to address this deficit and where and how these measures can be accompanied by improved disaster risk reduction and climate change adaptation.
As climate change impacts are felt within growing numbers of cities in low- and middle-income countries, there is growing interest in the adaptation plans and programmes put forward by city authorities. Yet cities face considerable constraints on this front. This paper aims to provide a better understanding of these constraints by analyzing the case of Rosario, in Argentina. The city has a strong coherent governance system, with a commitment to decentralization, transparency, accountability and participation. Its long tradition of urban planning has evolved to include a broad vision of urban challenges and responses, a commitment to environmental sustainability and a strategic plan that has involved multiple stakeholders. This paper describes the many measures implemented in Rosario over the last 18 years, which provide a solid foundation for more systematically addressing adaptation. It also describes the significant challenges faced by the city’s administration, especially around funding, data and the challenge of responding to pressing and competing interests.
The urgent need to reconfigure and transform urban areas to consume fewer resources, emit less pollution, minimize greenhouse gas production, protect natural ecosystems and increase the adaptive capacity to deal with climate risks is widely recognized. The implementation of improved sustainability measures in cities requires integrated thinking that encompasses a whole range of urban functions, often implying a major restructuring of urban energy systems, transport and the built environment, as well as a new approach to the planning and management of natural systems that service urban areas. Many local governments have a limited capacity to deal with such complex and interrelated problems, and this hampers their ability to deal with climate change. With these issues in mind, teams of scientists, practitioners and stakeholders in Durban (led by eThekwini Municipality) and London (led by the Tyndall Centre for Climate Change Research) developed city-scale integrated assessment modelling tools that represent interactions between different urban functions and objectives by linking climate change issues to broader agendas such as spatial planning. This paper reviews each integrated assessment tool, and critically analyzes their effectiveness in terms of technical approach, extent to which they meet policy needs, role of stakeholders in model development and application, barriers to their uptake and the value of and effort required for integration. While these integrated assessment tools did not provide the detailed design information sought by some decision makers, importantly they have stimulated stakeholders to think strategically and hold cross-sectoral conversations around implementing sustainability measures. Despite the technical and institutional challenges associated with the development and uptake of an integrated assessment model, we conclude that they do contribute to the quest for urban sustainability.
The impacts of climate change in any city are obviously influenced by the quality of its housing and other buildings, its infrastructure and services. These were not built with climate change risks in mind, although they were influenced by environmental health risks that were present when they were constructed (including those from extreme weather) and often by responses to past disasters. Well-governed cities that have greatly reduced these risks have accumulated resilience to the climate change impacts that exacerbate (or will exacerbate) these risks. In so doing, they have also developed the social, political, financial and institutional structures that provide the basis for addressing these and other risks. These structures were developed through social, environmental and political reforms, driven by such factors as democracy, decentralization and strong social movements representing the needs of those with limited incomes, or other factors associated with vulnerability. These “bottom-up” pressures from citizens and civil society on national and city governments are critical for developing the institutions and measures to reduce climate change-related risks (especially for those most at risk) and to support resilience.
This paper considers how resilience thinking and, in particular, its emphasis on learning has been applied in 10 cities in Vietnam, India, Thailand and Indonesia. Applying a “shared learning” approach in the Asian Cities Climate Change Resilience Network (ACCCRN) has helped to create or strengthen networks, build appreciation for complexity and uncertainty among stakeholders, provide a space for deliberating concepts such as vulnerability and resilience, and build knowledge and capacities for stakeholders to engage and represent their own interests. Shared learning approaches face considerable challenges navigating politicized urban environments, in which the nature and value of existing systems − and therefore the value of building resilience − are contested. This article suggests that deliberate, strategic intervention by facilitators may contribute to more transformative change on behalf of equitable, socially just outcomes – and thus cautions against seeing urban climate vulnerability as a technical challenge, or shared learning as a “toolkit” for building resilience.
There is a growing, although still far from comprehensive, literature within China on the impacts of climate change in urban areas; also an evolving policy framework at national level to address these concerns and an increased interest in climate change adaptation from many local governments. This paper summarizes the urban risks and vulnerabilities highlighted by the literature, and reviews central and local government responses. It then assesses policy response, including how this considers vulnerability and future risks, formulates an adaptation strategy, engages stakeholders and assesses adaptive capacity. This shows how the Chinese system limits the influence on climate change adaptation of residents and small businesses, and of social scientists. The reasons for this include the tendency to use climate change as an economic growth engine (and GDP growth remains the most important factor for assessing local government officials’ performance), little provision for participation in policy-making, and weak post-implementation evaluation once a policy has been scaled up at national level. These have affected the quality of evidence-based policy-making and make it difficult to draw lessons from unsuccessful practice.
This paper describes the flood risks faced by Surat, one of India’s most successful and also most flood-prone cities. The city is located on the Tapi River and faces flood risks not only from heavy precipitation in and around the city but also from heavy precipitation upstream and from high tides downstream. Reducing the risks from upstream depends on better water management in a water catchment area and dam reservoir located far outside the city authority’s jurisdiction and in another state. The paper also reviews measures being taken to reduce flood risks – and how climate change is likely to affect such risks. It suggests that part of the city’s response needs to be a greater ability to live with floods, while minimizing the costs these usually bring in terms of loss of life, damage to homes and disruption to businesses.
In Turkey, as in many other nations, there have been many urban flood disasters in recent years, and the greatest impact has often been on informal settlements. This paper reports on interviews with households who were affected by two floods in 2010 in two settlements in Bursa. Interviewees discussed why they lived there, the main problems they experienced, the factors that increased flood damage, the measures they took after the floods to minimize future flood impacts, the costs they incurred and where responsibility for disaster mitigation/preparedness lay. The conclusions emphasize the need for far more attention to disaster risk reduction and to working with low-income communities to identify how best such disaster risk reduction can be planned and implemented.
The relationship between urbanization and development is a vital policy concern, especially in Africa and Asia. This paper reviews the arguments and evidence for whether rapid urban population growth can help to raise living standards. The main finding is that the development effects of urbanization and the magnitude of agglomeration economies are very variable. There is no simple linear relationship between urbanization and economic growth, or between city size and productivity. The potential of urbanization to promote growth is likely to depend on how conducive the infrastructure and institutional settings are. Removing barriers to rural–urban mobility may enable economic growth, but the benefits will be much larger with supportive policies, markets and infrastructure investments. Cities should use realistic population projections as the basis for investing in public infrastructure and implementing supportive land policies. Governments should seek out ways of enabling forms of urbanization that contribute to growth, poverty reduction and environmental sustainability, rather than encouraging (or discouraging) urbanization per se.
Grassroots organizations that have sought to scale up improvements to their urban neighbourhoods through engaging the state have found themselves drawn into relationships with professionals. The potentially negative consequences of such engagements have long been recognized. This paper explores the nature of relations between professionals and organizations of the urban poor, identifying and discussing associated relational tensions. It considers the ways in which one alliance of urban poor federations and support NGOs has responded to the challenge to build alternatives within professionalized mainstream urban development practice.

The process of urbanization places urban watercourses at greater risk of the kind of pollution that affects public health, ecology and the environment. In Taiwan, municipal wastewater is the largest source of pollution in rivers and canals, particularly in dense urban areas that lack adequate sewer systems. As research on Taiwan’s watercourses is dominated by landscape design and ecological engineering, watercourse sanitation is rarely examined in any depth. This paper presents findings on the impact of wastewater on two natural and two artificial waterways located in major cities in Taiwan. As a result of interviews, direct observation, photographs and a review of government documents, several issues emerge. First, due to the poor water quality, local residents prefer watercourses to be concealed, leading to underground culverts; however, water pollution is made worse, the ecological value is damaged and the amenity benefit reduced. Second, despite large investments in improving channel-side landscapes, poor water quality diminishes the success of watercourse rehabilitation. Third, because of the low completion rate of municipal sewer systems, the construction of channel-side sewage-intercepting facilities is effective against riparian wastewater in the short term. In conclusion, improving water quality may be the first step towards successful watercourse redevelopment. A combination of establishing short-term sewage-intercepting facilities and long-term municipal sewer systems is suggested to advance national environmental quality in Taiwan.
Despite significant contributions to human health, livelihoods and food security, urban agriculture in Dar es Salaam has received relatively little political support from central and local government due to its informal state. As a result, many urban farmers’ experience insecurity of land access and ownership, and are unable to invest in the improvement of their land, inputs and infrastructure. Although there have been several attempts by various international and foreign organizations to legitimize and institutionalize urban agriculture in Dar es Salaam, very little has changed politically over the past 30 years. This study focuses on the current incorporation of urban agriculture into the Dar es Salaam 2012−2032 Master Plan (still unapproved as of June 2013), and examines how local and central governments legitimize the practice of urban agriculture. It also looks at how greater acceptance, or institutionalization, can take place through formalized processes. The past and present legitimization processes for urban agriculture in Dar es Salaam, and their intended and unintended outcomes, provide an in-depth analysis for this case study. It argues that the sustainability of urban agriculture is largely dependent on political commitment from both local and central government. Legitimization of the practice through policy and rules and regulations can facilitate the further institutionalization of urban agriculture, especially in land use planning. However, it can also further marginalize urban farmers who cultivate open spaces within the city. Nonetheless, urban agriculture will continue to persist, adapting and innovating under the pressures of urbanization.
Mega-events such as the Olympic Games tend to be accompanied by copious media coverage of the negative social impacts of these events, and people in the affected areas are often thought to share similar experiences. The research in this paper, which focused on the Beijing Summer Olympic Games of 2008, unpacks the heterogeneous groups in a particular sector of the housing market to gain a better understanding of how the Games affected different resident groups.
